As the Chair of the 2018 IFPUG Nominating Committee, I am pleased to present to you this year’s slate of candidates for one (1) open position on the IFPUG Board of Directors. Below the candidate’s bios.

All ballots must be received by close of business (5 PM, US Eastern Daylight Time) on October 4, 2018 (votes submitted after that time will not be counted). Election results will be announced during the Annual Meeting on October 18.

![]() | Diana Baklizky is Vice-President and Chief Scientist at TI Métricas, Brazil. She holds a bachelor’s degree in Mathematics and an MBA in Business Administration. Diana is a CFPS, CSP (SNAP), CCFL (COSMIC Certified – Foundation Level), a PSM (Practical Software & Systems Measurement) Qualified Instructor, and also a SAFe 4.0 Agilist. She is a member of the IFPUG Functional Sizing Standards Committee and also a member of the COSMIC Measurement Practices Committee. Diana is responsible for the quality of her company’s deliverables, as well as discovering, assessing, and institutionalizing new approaches to software measurement and estimation. She has helped many clients establish estimating models using COCOMO II and other recognized techniques. If elected, Diana will promote creating and sharing easily accessible technical materials, as well as encourage organizations to share FPA usage experiences, including agile-at-scale as well as digital transformation cases. Creating benefits to increase IFPUG membership will be her priority. |
![]() | Talmon Ben-Cnaan is a Quality Manager at Amdocs. He led Amdocs Measurements Department and implemented Function Points in Amdocs. Currently Talmon works in Amdocs Quality Engineering, which employs more than 2,500 testing experts located at more than 30 sites worldwide. Talmon leads IFPUG’s Non-Functional Software Sizing Committee since 2012, issuing advanced versions of SNAP manual, SNAP tool, SNAP training kit and more. “I have deep concerns about the future of software size as a profession and its relevance in the new world of evolving software capabilities of AI, IoT, Big Data etc. I would like IFPUG to be a leader in a change in the perception of software sizing, making it recognized by decision makers (such as project managers, purchasing and contract officers). I would like to expand IFPUGs links with universities, adding academic researches to IFPUG’s assets, and grow a generation of managers who value software sizing” |

Since 2015, I’ve been part of many IFPUG advancements: revamping MetricViews, IFPUG’s 30th anniversary, new standards projects (IEEE SNAP, ICEAA (Software Cost Estimating Body of Knowledge, Benchmarking.) The good news is: globally, FP are delivering value to IT executives. ![]() | Sheila Dennis is a familiar figure around IFPUG, being a CFPS member for over 20 years and having served on at least 4 committees. She was a member of the SNAP team, part of the CSM certification team, and is currently chair of the Certification Committee. She is an active contributing author to IFPUG publications, trainer and presenter at global conferences and for global clients. With over 30 years’ experience in the IT industry, Sheila has specialized in business process modeling, benchmarking, cost estimation services, function point analyses, and process compliance. In addition to over 20 years of service for the Department of Defense, she has over 10 years’ experience working at the senior and executive level for client-facing engagements for Gartner Group, CSC and the David Consulting Group/DCG Software Value/Premios. She has a BA in Mathematics from Columbia and is also an active CSP. |

He has 13 years of experience in software industry, applying people & processes, problem-solving & technical skills to improve individual, team & organizational performance. He is certified PMP, a FP/SNAP consultant, trainer, mentor, and specializes in Project Estimations, Productivity, Cost, & Quality Analysis. He has successfully established FP based pricing models for major Telecom, Banking, and Insurance customers around the globe. Several of his articles/ whitepapers on FP/Project Management have been published and well appreciated. Saurabh currently serves as Chairman of IFPUG IMC and is appointed as the Country Representative for India. He is an active member of IFPUG NFSSC and also acts as a volunteer for IFPUG CEC. He aims to further expand IFPUG FP/SNAP footprint and make it a de-facto standard for software measurement, benchmarking & estimations around the world. |
